Turn signal grossly delayed at Stanford and San Pablo. From Stanford to San Pablo you can't make a right turn on red (no right turn on red sign posted) although minimal traffic occurs people are left waiting for no reason on weekends in of peak hours if it is even more ridiculous . consider. Restrictions should only occur during peak commute hours and certainly not on Sundays there's a church across the street . The light on Alcatraz and San Pablo needs adjusting and the surrounding lights the nearby lights on San Pablo
should also be adjusted.

I left out some specifics:
The signal was red for Stanford Ave all that time. The pedestrian signal went through two full cycles, and the left arrow for southbound San Pablo cycled once.
I saw cars on westbound Stanford (where I was waiting) go straight and make all of left, right, and U turns, while I saw at least a U turn from eastbound traffic.
